Assailed on every side by the various devices of the world's greatest advertising campaign, and despite the counsel of the country's leading men, there are many who hang back. Such action will prove disastrous.

Is there anyone who doubts the soundness of an investment endorsed by every business man of the nation? The President has clearly set forth each citizen's duty. Shall we then wait for the first casualty lists to bring the war to our door?

And what a pity if the treasury must become a knee-dropping suppliant to the American public. There is a higher obligation than self which confronts the true citizen. In Senator Lodge's words it is this:
