Proposed Changes in Football Rules.

Having followed the evolution of the American game of football since 1874 when we played the old English Rugby game it is useless to add that I am still deeply interested in its future welfare.

Thinking some of the rules to be obscure and unjust I have picked out four and beg you will give them space in your paper in order to call attention to them and provoke discussion. Very Sincerely Yours,   HERBERT C. LEEDS '77.

1. The try at goal from touchdown shall be made without any punt out.

A touchdown near the goal posts is more to be desired than one made in the corner. It is a strong attack which lands one near the centre. The defense is more resisting which pushes the attack to one side.

2. A ball which is kicked and strikes the opponents' goal posts or cross bars must be given to opponents--just the same as if kicked over the line.

It is easy to imagine how some big game might be changed by a punt hitting the posts and bounding back resulting in a fluke touchdown.

3. If the ball is kicked off or put in play in any way and either side is offside, or holding, or subject to any penalty whatsoever, the opponents should have the option of having the play made anew--with penalty attached--or be allowed to let the play and the result of it's and,

Suppose A to have kicked off and put ball in play and B secures the ball and makes say 50 yards. Why should B lose what he gained because A was off-side? If anything, his gain should be increased. Suppose A to be holding or infringing the rules in any way and B makes a touchdown. Why should B suffer in any way?

The officials are accustomed at the present time to blow their whistles as soon as a foul is made. One side might try to claim the right to decline a penalty under rule 28. K. Note. And the other side might say at once they heard the whistle. Everybody knows there is a difference in the play after the players hear the whistle. The officials should be instructed not to blow the whistle when they note some foul or irregular play until the ball is dead and then they must report such fact to the captain of the non-offending side who shall promptly elect whether he will accept the play as it stands or the penalty. So it is today, rule 28. K. Note reads:

"Whenever a foul is committed which in the opinion of the umpire did not affect the play the offended side may decline the penalty. In case of a run being made from this play not more than fifteen yards from the spot where the foul was committed shall be allowed." Why limit B's gain because A is off-side.

4. Would it not be better to have a place kick at goal, if successful, score 4 instead of 5 points? It certainly does not mean so much as a touchdown and should not rank with a goal from the field.
