The proposal for a Harvard-University of Pennsylvania boat race this spring has been rejected. Both Mr. Watson and Captain Bullard were against the plan and have decided to direct all their energies upon the race with Yale, as the time is very short in which to teach the crew an entirely new system of rowing.
