The constitution reported for the Inter-Collegiate Rowing Association differs in but two essential points from that of the old college association, namely, the closing of entries thirty days before the annual regatta and the adoption of a qualification rule reading as follows: "Any student in a regular college course requiring two years of study, and who has attended regularly the lectures or recitations during the last half of the college year next preceding the race. Such courses to have at least five lectures or recitations in each week."
