The apparent success of the debating "legislature" at Williams, conducted and organized after the model of Congress, suggests the query why the plan may not be again adopted at Harvard. It was badly managed during its short life here, but that it then failed is no reason that it should not be again tried and made a successful institution of the college. The idea is good; it only needs energy and good management to gain popularity and success.
