STATE'S POWER LIMITED

May 28--The Supreme Court today sharply defined the powers that states may use in seeking to cope with an emergency. In a seemingly minor case from Arkansas, the court sought to clarify its widely heralded decision in the Minnesota mortgage moratorium case upholding emergency actions.

The Arkansas case involved a law, passed ostensibly as emergency legislation but permanent in its terms, which exempted payments from life insurance policies from judicial processes for the collection of debt.

Unanimously, the court held the law was beyond the powers of the Arkansas legislature because it was not limited in extent or restricted to a temporary period.
