WASHINGTON--The House Ways and Means Committee today voted unanimously to save the nation's employers $825,000,000 by freezing for three yeras the one per cent payroll tax under the Social Security Act. Proceeds from this tax, which is lovied alike on employers and employees, finance the old age insurance program.
