NEW YORK--Prof. Earnest A. Hooton, Harvard University anthropologist, said tonight that state and federal government charity possibly has "promoted the production of extra children by the minority of the shiftless and economically incompetent."
Addressing the annual meeting of Planned Parenthood Federation of America, Hooton urged the legislation of birth control, particularly for women "who are called upon to do men's work."
"They should be protected by the state which requires their labor from the hazards of child-bearing," he said.
